Hi

I am having problems with this  "We cannot process this transaction. Please review your payment information and try again"

Could you please explain what the reasons for this might be and whether it may have anything to do with PayPal, which are in the business of conducting down outright theft of people's cash and have done so to me to the tune of thousands

Does this issue have anything to do with this thieving company; why am I suddenly unable to process payments?

If you're having trouble making a payment method work in your account, you can try several actions. (GoDaddy is not reporting any issues with PayPal.) If none of these solve your issue, you'll want to call GoDaddy support so the billing team can help you out.

1. Try adding your payment method using a private/incognito browsing window (to avoid caching earlier data).
2. Check out the article here and make sure your payment method is accepted in your region. 
3. Make sure your payment method reflects the same region of the world that appears in your account profile.
