Good SEO is going to be your main weapon of choice here. Make sure your site has plenty of references to your local region you want to operate out of and put up some content on your site that demonstrates how well you know your industry.
It sounds like you're a local business primarily, so you want to make sure locals are seeing your business advertised as well. A good mix of using services like Yelp and Google Business along with some social media advertising will work wonders and generally isn't too expensive if you do your research.
On the website itself, make sure you have some good Calls To Action that are obvious but try not to be annoying with it. No one likes a lot of popups in their face all the time.
