Question about converting image styles

I am noob in computer vision but I wanted to find out how would one go about training a model that can convert a facial image of a person into a particular animated style

It's not clear what you are asking over "training a model for converting...". Are you looking to write code for that process? Or are you looking for a GoDaddy product that will provide that function? If you do an online search with your favorite search engine, there are a number of sites and sources that will convert an image to an animated, or graphic style. You may wish to start there.
