I don't know much about GDPR. We as a company don't keep any customer data on outside servers and don't provide service to anyone that falls under the jurisdiction of the GDPR laws. According to our attorney, since we have no customer information protected by GDPR we don't have any issues. Our compliance officer is in charge with that though so it's possible I'm wrong about our company but I really don't need to know. I just need to know who's head to ring if we get it wrong. lol
My guess is that something about the build of your website is not compliant so it's being blocked. I would review that doc in detail including the link inside the doc and then call godaddy and ask them what it will take to get it back up so you can get it done.
