The notice that you mention appears when a cPanel account exceeds one or more of its resource limits. This generally indicates a website that is not optimized to run on a shared hosting plan. If you see this message consistently but it doesn't appear to affect your site, you can likely ignore it. However, if you're experiencing delays or errors on your site, you will want to optimize your website content or consider upgrading the resources of your hosting plan.
