From what I understand, due to COVID, most of GoDaddy's employees are working from home. That could be why the chat is not available at this time.
I do know at the bottom/right of the Global Support page, once the page loads in its entirety, there is access to the GoDaddy Guide app (Contact Us) that may be able to help you out. 😉
Maybe someone from GoDaddy can pipe in with the status of chat right now...

Hi @Evesion. Thanks for posting. I'm not sure why you're not seeing the option to chat on your regional page. It is possible that we do not currently support chat in that region. However, we're constantly increasing when and where the chat team is available. In the mean time, the easiest way to get to chat support if you're not seeing it is to switch to the US version of the page. You can do so by visiting this page. If you have trouble seeing the chat button load, please try using a chrome incognito or FireFox private browsing window. Sorry for any inconvenience.
